Post- pandemic, the Mandaue Investment Promotions Action Center (MIPAC) continues to assist the business sector of Mandaue City especially our MSMEs in terms of promotions aspect in the new normal manner under the #ChooseMandaue Brand Campaign.
Experience Mandaue is a daring and bold addition to the campaign to encourage consumers’ traffic to Mandaue Enterprises, boost the
enterprises’ popularity and to eventually help boost the economy of the City.
This project will jump-start with the #MyTatakMandaueExperience featuring the nine (9) participating Tatak Mandaue Enterprises which will run for 3
months.
Experience Mandaue is a series of online and offline marketing campaigns for the participating companies and consumers are incentivized upon
reaching a number of visits and following the mechanics.
MIPAC takes this first round to be just an appetizer because an elevated Experience Mandaue awaits with not only products and services but also
places and activities that embody the life and culture of Mandaue City and to show the diversity and ingenuity of the Mandaehanons.

Mandaue Investment Promotions Action Center (MIPAC)

The Mandaue Investment Promotions Action Center (MIPAC), which was established through City Ordinance # 13-2015-1073 otherwise known as the New Investment Code of Mandaue City, is primarily responsible for the facilitation and promotions of investment in the City of Mandaue City.

Under Article 2, Section 21 of City Ordinance #14-2017-1235, MIPAC shall perform the following functions:

a.  Recommend to the City Mayor such programs, projects, and policies to carry out the objectives of the Investment Code;
b.  Prepare an Investment Promotions Program for submission and approval by the Board, and thereafter execute and implement the same;
c.  Assist such qualified prospective investors who wish to invest within the areas specified in the CPAL; and qualified small or medium enterprises who wish to avail of the incentives under this Code – in receiving expeditious assistance in dealing with regulatory offices, agencies, instrumentalities and financial institutions of government and/or private establishments providing utilities. This assistance shall include but not be limited to the following services:
  • Assistance in securing local permits, and licenses;
  • Assistance in identifying business location and factory sites;
  • Assistance in facilitating the construction of access roads towards intended site whenever reasonable and appropriate;
  • Joint ventures match-making;
  • Facilitating access to financial and technical assistance programs of the government;
  • Facilitating service connections with local utilities; and
    Such other services as may be necessary for the prospective investor to establish its enterprise in Mandaue City.
d.  Accept and process completed application forms filled out with the necessary information such as: the nature of business applied; capital investment; locational of business or factory site; date when the business is to established or started and the number of workers or employees to be utilized or hired, and upon the payment of the appropriate regulatory fee;
e.  Conduct preliminary evaluation of the application for registration and formulate and submit the necessary recommendations to the Board;
f.  In coordination with the Mandaue Information Systems Office (MISO) and the Mandaue Chamber of Commerce and Industry (MCCI), maintain and operate an online facility containing a directory of enrolled micro, small, and medium enterprises within the City, with a description of the goods, item or services produced and/or rendered, for the purpose of creating avenue for business linkage;
g.  Conduct promotional activities, participate in trade shows and/or such other activities to attract investments to the City of Mandaue including but not limited to the conduct of trade and investments mission upon the approval of the Board;
h.  Monitor compliance of registered enterprises with the provisions of this code, other conditions imposed by the Board and as stated in the Certificate of Registration, adherence by the enterprise to the Comprehensive Land Use Plan, the Zoning Ordinance, labor and environmental laws, rules and regulations and such other pertinent laws and ordinances, through the conduct of periodic monitoring, checking, verification, inspection of premises, inspection of the books of accounts and financial statements in coordination with the City Treasurer; and requiring appropriate reports from registered establishments. Such monitoring shall be in coordination with the departments or offices of the City Government and other appropriate agencies of the national government; and thereafter make the necessary report and/or recommendations to the Board whenever appropriate;
i.  Act as secretariat of the Mandaue Investment Promotions Board in its functions;
j.  Implement the provisions if the Investment Code in so far as said provisions refer to the MIPAC;
k.  Work for the improvement of the City’s competitiveness ranking in the City Competitiveness Index; and
l.  Perform such other duties and functions as may be directed by the City Mayor.

Mandaue Investment Promotions Board

The Mandaue Investment Promotions Board (MIPB) was established through the New Investment Code of Mandaue City, as amended by City Ordinance #- 14-2017-1235.

Under Chapter 4, Article 1, Section 16, the MIPB has the following composition:

CHAIRMAN:   City Mayor or his/her duly designated representative
VICE CHAIRPERSON:   Private Sector Representative/ Senior Adviser to the Mayor from the Mandaue Chamber of Commerce and Industry
MEMBERS:
  • Chairman, Committee on Trade and Industry of the Sanguniang Panlungsod
  • City Treasurer
  • City Legal Officer
  • City Planning and Development Coordinator
  • Provincial Director/ Representative from the Department of Trade and Industry (DTI) Cebu Provincial Office
  • Representative from the Board of Investments (BOI) Region VII
PRIVATE SECTOR REPRESENTATIVES:
  • President or Representative of the Mandaue Filipino- Chinese Chamber of Commerce and Industry, Inc.
  • President or Representative of the Mandaue Chamber of Commerce and Industry, Inc.
  • President or Representative of the Cebu Furniture Industries Foundation, Inc.
The MIPB also performs the following functions:
a.  Approve the Economic Development and Investment Plan and cause its updating every three (3) years in accordance with the Comprehensive Land Use Plan with consideration of economic developments and investment priorities and trends in the Philippines, in the Asian region and in the rest of the world that have an impact on M7andaue City.
b.  Formulate and recommend to the City Mayor such programs, projects, policies, rules and regulations necessary for the promotion of investments, development of enterprises, strengthening of Mandaue’s competitiveness and/or attractiveness to investors, ensure compliance with the provisions and pursue the objectives enshrined in the New Comprehensive Code of Mandaue City.
c.  Review, approve, adopt, assist and/or oversee the implementation of the investment promotions program of the City of Mandaue upon the recommendation by the Mandaue Investment Promotions Action Center.
d.  Recommend, for action of the City Mayor, agreements and/or contracts that can be entered into by the city government with other agencies and/or private organizations for the purpose of improving the ease of doing business in Mandaue City.
e.  Disapprove and/or deny applications for registration and/or grand incentives for reasons public health, orals, socio-cultural values of the community, the right of the people to a balanced and healthful ecology, and/or environmental considerations.
f.  After due process, cancel the registration or suspend enjoyment of incentives of any registered enterprise, impose such administrative and/or require the refund of incentives enjoyed by such enterprise for violation of any provision of the Code and its implementing rules and regulations and/or upon finding of violation of labor and environmental laws by the appropriate administrative and/or judicial authorities.
g.  Extend the period of availment of the local tax holiday.
h.  Within three (3) months before December 31st of each year, submit an annual report to the Sangguniang Panlungsod covering its activities in the administration of the Code including recommendations on investment policies, programs, and projects.
i.  Approve the conduct of Trade and Investments Missions both local and foreign, for the purpose of inviting investors as well as providing for necessary information and dissemination drive to parties willing to avail of the Investment Incentives Program under this ordinance; provided, that upon approval by the Board and in the case of foreign trade and investments missions, the approval of the Sangguniang Panlungsod shall be secured. Trade mission involving local and foreign Internal Trade Organizations as well as Trade Missions involving Board of Investors’ offices, embassies and consulates in the Philippines and abroad shall be headed by the City Mayor or in his/her absence, the City Vice Mayor or his/her absence by any of his/her duly authorized member of the Board.
j.  Recommend to the City Mayor such additional duties and functions of Mandaue Investment Promotions Action Center, in addition to those provided for in this Code.
k.  Formulate and promulgate such rules and regulations necessary for the implementation of this Code provided that all such rules and regulations shall take effect fifteen (15) days after its publication in a newspaper of general circulation and after posting copies thereof in at least three (3) bulletin boards at conspicuous places.
l.  Create or hire a technical working group composed of technical experts, including external consultants, subjects to the approval of the City Mayor and such pertinent laws, rules and regulations in relation thereto, that shall assist the Board in evaluating any and all applications that shall be filed with it.
m.  Generally, exercise all the powers ascribed to it in this ordinance and those necessary to incidental to attain the purpose of the Investment Code.
